Introduction

In order for Panchayats to function as local governments, Schedule 11 of the Indian Constitution contains laws that outline their rights, obligations, and powers. The 73rd Amendment Act of 1992 added the Eleventh Schedule. It covers 29 topics, including agriculture, animal husbandry, fishing, and others.

Important Provisions

•    For Panchayats to carry out local government duties, state legislatures must pass laws granting them power and jurisdiction.
 
•    The 11th schedule codifies the division of authority between the State Assembly and the Panchayats.
 
•    It consists of the 29 useful items listed below that are under the control of panchayats:
1.    Agricultural extension, among other things.
 
2.    Improvements to the land, the implementation of land reforms, consolidation of the land, and soil preservation.
 
3.    Minor water management, watershed development, and irrigation.
 
4.    Poultry, dairy farming, and animal husbandry.
 
5.    Fisheries.
 
6.    Farm forestry and social forestry.
 
7.    The small woodland yields.
 
8.    Small-scale industries, such as those that process food.
 
9.    Khadi, rural, and small-scale industry.
 
10.    Housing in rural areas.
 
11.    Consuming water.
 
12.    Both food and fuel.
 
13.    Bridges, ferries, rivers, roads, and other forms of transportation and communication.
 
14.    Distribution of power as part of rural electrification.
 
15.    Sources of unconventional energy.
 
16.    Programme to combat poverty.
 
17.    Primary and secondary education are included.
 
18.    Vocational education and technical training.
 
19.    Adult education and informal learning.
 
20.    Libraries.

21.    Cultural pursuits.
 
22.    Fairs and markets.
 
23.    Hospitals, basic care clinics, and dispensaries are all included in health and sanitation.
 
24.    Family well-being.
 
25.    Kid development and women.
 
26.    Social welfare, which includes the wellbeing of the mentally impaired and physically disabled.
 
27.    The wellbeing of the weaker groups, particularly those belonging to the scheduled castes and scheduled tribes.
 
28.    System of Public Distribution.
 
29.    Upkeep of community resources.
 

Conclusion

Major duties have been delegated to regional entities under the eleventh schedule. These, particularly in subjects connected to sustainable development, education, and welfare of the weaker sectors, etc., could actually determine the future route the country takes and the development attitude it takes.
