Introduction

Powers, Authority, and Responsibilities of Municipalities are covered under Schedule 12 of the Indian Constitution. In order for Municipalities to function as local governments, Schedule 12 of the Indian Constitution contains laws that specify their rights, obligations, and authorities. It was added by the 74th Amendment Act of 1992.

Important Provisions

•    Section 243 W: All municipalities would be granted the authority and duties required to carry out their duties as effective institutions of self-government, as stated in Article 243 W.
 
•    By means of legislation, the State Legislature may define the rights and obligations of municipalities with regard to creating plans for social justice and economic growth and carrying out projects entrusted to them.
 
•    Three different forms of municipal committees are mentioned: Nagar panchayats for transitional areas, Municipal Councils for smaller urban areas, and Municipal Corporations for large metropolitan areas.
 
•    Subjects: It contains the 18 useful objects listed below that are the responsibility of municipalities:
 
1.    Roads and bridges, as well as the regulation of land use and building construction, are all aspects of urban planning, including town planning.
 
2.    Water supply for residential, commercial, and industrial uses.
 
3.    Solid waste management, conservation, and public health.
 
4.    A fire department.
 
5.    Protecting the interests of society's weakest groups, such as the crippled and mentally retarded, Promoting urban forestry, protecting the environment.
 
6.    Slum upgrading & renovation.
 
7.    City poverty reduction.
 
8.    Providing urban facilities and amenities including playgrounds, gardens, and parks.
 
9.    Promotion of aesthetic, educational, and cultural elements; electric crematoriums, crematories, and burial and burial grounds.
 
10.    Cattle ponds, the avoidance of animal abuse, birth and death registration, vital statistics, public conveniences like street lights, parking lots, and bus stops, and legislation governing tanneries and slaughterhouses are all examples of public amenities.
